Perry's pattern of patronage in making appointments to the state's oversight boards and commissions gets to the heart of what has become an abusive manipulation of state government. The most glaring example is the Texas Forensic Science Commission's unconscionable delay in reviewing the flawed evidence that sent a Texas resident to the death chamber under Perry's watch.

In both cases,[link widoczny dla zalogowanych], Perry's years of familiarity in state government made him the superior candidate. A fiscal conservative, he had also demonstrated a willingness to pursue bipartisan solutions to intractable problems,[link widoczny dla zalogowanych], such as working with former Democratic foe John Sharp to find a fix to the state's unconstitutional system of funding public education.
Given this record over the past four years, it's no surprise that Perry is reluctant to take questions from the media or public. That is what allows him to campaign as a budget balancer, while neglecting to address a historic budget shortfall that may be as large as $21 billion for the next biennium.

It did so again in 2006, when Perry faced a divided and relatively weak field of challengers that included a Democrat and two independents.

The duration of Perry's tenure as chief executive of the Lone Star State isn't the problem. It's what he's done and how he's changed during that time.
The same year, he issued an executive order — without any public hearing or review — requiring all sixth-grade girls in Texas to receive the Gardasil vaccine for a sexually transmitted virus that causes cervical cancer. The Legislature properly rescinded that order. In both the Trans Texas Corridor and Gardasil cases, former Perry staffers worked as consultants or lobbyists for companies that stood to profit from the governor's actions.
In 2007, Perry vetoed property rights legislation that would have increased costs for the Trans Texas Corridor, a 4,000-mile transportation scheme — since abandoned — that would have required the state to seize as much as 600,000 acres of private property.
In the last four years, however,[link widoczny dla zalogowanych], Perry has become more autocratic, more partisan and less accountable to the public.

Rick Perry has been governor of Texas for 10 years. He is already the longest-serving governor in state history. It's time for a change.

When Perry, a Republican, sought election to his first full term in 2002 — two years after he assumed the governorship when George W. Bush was elected president — the Editorial Board of the Express-News endorsed him over a millionaire businessman with no political experience.
